There are over 200 trafficking shelters in the U.S., but most people are unaware of the shelter options in their own state. You care about survivors, you want to give, but you want to give thoughtfully and effectively.

Our work centers on knowing this landscape really well. We improve survivors’ access to care by staying on top of the national landscape of care and making sure that referring agencies have a wide range of options to present to survivors. We also build up the quality of care by conducting national research and offering knowledge and skills needed to the people on the frontlines of serving survivors with excellence.

Invest in Legacy Fund* and Target Giving
Directly to Shelters

The Institute for Shelter Care is grateful for financial gifts to our Legacy Fund. Generous donors who believe in our vision that “any survivor—anywhere in the nation—would have access to qualified, compassionate care” can invest in a single fund and trust The Samaritan Women to make financial awards to the most qualified shelters.

*Donations made to the Legacy Fund are restricted to the purpose of improving and expanding residential care options for survivors of domestic sexual exploitation.

The Legacy Fund offers the following awards to shelter programs:

Legacy Fund Grant Restrictions

Start-up and existing shelters can apply for scholarships with the Institute for Shelter Care to fund up to 80% of the cost of the training. Scholarships awarded are paid directly to the Institute to cover tuition. All of our Mentees were given scholarships as a result of your generosity.

Scholarships average: $1,500 to $6,000.


Emergency Needs Grant

Occasionally shelters have unanticipated needs. We stay in close contact with many of the shelters and they often reach out to us when calamity happens. This grant provides for one-time, short-turnaround funds to attend to an immediate, emergency need.

Grant maximum: $5,000


Legal Support Grant

Shelters facing legal challenges can reach out to the Institute for direct support through our Shield Bearers program. In some cases, the shelter also requires small grants to off-set legal expenses. Preference is given to defending religious liberty for faith-based shelter programs.

Grant maximum: $5,000


ECFA Certification Grant

Shelters that aspire to earn certification for financial transparency from the Evangelical Council on Financial Accountability (ECFA) may apply for a small grant to support the preparation of their EFCA packet and first year of membership.

Grant maximum: $2,000


Legacy Fund Grant Restrictions:

  • Anti-trafficking agencies that do not provide residential care are ineligible to apply.

  • Legacy Fund Awards Committee members that represent an active shelter are not eligible to apply.

  • Grants cannot be used for activities other than shelter-related work (e.g., awareness, outreach, advocacy).

  • Grants are not awarded to individuals, only to valid nonprofit agencies in the United States.

The Institute for Shelter Care adheres to transparency and accountability. All grantees will be required to submit quarterly financial and outcome reports and may be required to host a site visit (at our cost) to stay in good standing with our grants process.
