Residential programs serving the exploited face a significant number of legal challenges and need the counsel of attorneys who share their values. The Institute for Shelter Care has developed a Shield Bearers network:  committed Christians who practice law in a variety of arenas, who provide pro-bono or low-cost legal services to affiliated shelters. The Institute for Shelter Care is a national Christian organization that seeks to improve access and quality of care for victims of domestic sexual exploitation through state-level shelter programs. The Institute conducts industry research, forges strategic partnerships, provides training and mentorship, and offers a spiritually supportive community to agency leaders.
